Class Environmental Screening Process for Electricity Projects
Frontier PAK Lithium Project – Transformer Substation & Diesel Generation
This Notice of Commencement is provided to inform the public, Indigenous communities and interested parties that Frontier Lithium Inc. (Frontier) is beginning environmental studies to determine the potential environmental effects of the use of diesel generation during construction and the installation of a transformer substation to support future mining operations at the PAK Lithium Project.
Frontier proposes to develop an open pit mine with supporting facilities known as the PAK Lithium Project, located in a remote area of northwestern Ontario, approximately 175 km north of Red Lake. During construction, less than 5 MW of diesel generation will provide a temporary power source during the construction phase and would later provide supplemental power during operations. To provide a permanent power source to the mine during the operations phase, Frontier proposes to construct a new 115 kV transformer substation for interconnection with the provincial power grid via the Wataynikaneyap Transmission line.
Planning Process
The Project is following two separate Class Environmental Assessment (Class EA) processes, including the Class EA for Transmission Facilities (TF) (www.hydroone.com/classea) in accordance with the Ontario Environmental Assessment Act. This is a streamlined process for electricity transmission-related projects that are not associated with electricity generation and are anticipated to have a predictable range of environmental effects that can be readily avoided, mitigated and/or managed. For the use of diesel power generation, the Project is subject to the Ministry of the Environment, Conservation and Park’s (MECP’s) Environmental Screening Process for Electricity Projects (ESP), in accordance with Ontario Regulation (O. Reg.) 50/24 under the Environmental Assessment Act and as described in the Guide to Environmental Assessment Requirements for Electricity Projects (2024). Upon completion, the Environmental Screening Report for Electricity Projects will be made available for a 30-day public review period. Subject to the completion of both the Class EA screening and ESP for electricity projects, as well as regulatory permitting and approvals, construction is anticipated to begin in 2027.
